Filip Barsan
President
The organization’s Founder and President, Filip Barsan, was born in central Romania and moved to the U.S. at the age of nine years. His parents and siblings live in the U.S. and travel occasionally back to Romania for visits and project activities. Filip is committed to making the world a better place, especially for children.

Vasile Barsan
Senior Vice-President
Vasile Barsan is the father of Filip Barsan and has been actively involved in faith-based activities in Romania and the U.S. for more than 25 years. Vasile has personally been involved in distribution of funds and services to impoverished Romanians.  He has been a church deacon and minister for Assembly of God Church in Romania and the past 10 years in Seattle, WA.  He is well known and respected for his ability to interact with organization leaders and volunteer networks. Vasile’s duties include oversight of actual delivery of funds and/or services from the U.S. to Romania.

Andreea Tirlea
Junior Vice-President
Born and raised in Romania, Andreea Tirlea now lives in the Seattle, WA area. Andreea brings a strong foundation in business administration, and leadership to her role as Vice President (Junior) of the Barsan Foundation. With a professional background that also includes experience in childcare, she combines compassion and hands-on understanding of children’s needs with a strategic approach to community service and organizational growth. Guided by her faith and love for God, Andreea finds purpose in serving others and creating opportunities for hope and transformation—especially for children and families facing hardship.
In her role, Andreea oversees new project facilitation, grants management, and provides guidance for networking and communications initiatives that strengthen the foundation’s mission and reach.

Barbara Lee
Secretary | Treasurer
Barbara Lee, PhD is a research scientist in Marshfield, WI where she directs the federally-funded National Children’s Center for Rural and Agricultural Health and Safety. Barbara previously served as President of a 501(c)3 organization, PlayZone Romania, Inc. that was dissolved in 2013 after completing its mission of building a major playground in central Romania. Barbara remains dedicated to addressing the needs of the many poor families of Romania, and the children being raised in less than optimal conditions. She is responsible for documenting and archiving all correspondence, meeting minutes, and records of services rendered. Treasurer duties include standard accounting practices of revenue and expenses with oversight by the President.
